Province of Quebec would suffer badly because US is the biggest buyer and to find new buyers would not be that easy soon. For steel, it may not hurt that much. For US, it is doing to protect their steel and aluminum producers who are not competitive in the market in the first place.
Canada is going to retaliate but that wouldn’t be enough. Canada might hurt but switching suppliers for small industries is not easy. Economic books are full of examples as how bad the protectionism is. It kills the innovation and it kills the productivity. Trade unions enjoy the benefits but for a short period of time till the produce fails to match the global competition.
